I thought about building a TSR cube myself as well (not in paper for now) and I decided on taking the set as a baseline, but cutting out cards I did not like and adding cards that fit the theme. I see the point of the TS in adding some randomness and excitement to the draft, and that is subjective for everyone. You could also create your own "timeshifted sheet" of cards. It comes down to the question if your goal is to replicate the retail draft experience as closely as possible or if you aim to just get a draft of "the Time Spiral experience". The concern here is just the price as the sheet will probably double the cost of the cube. The new sheet is full of playable cards that even synergize somewhat with the set. The original sheet was more or less random cards, so I would advise against using it, or at least filter out a lot of cards.
